摘 要:基于计划行为理论,通过对36个县(市、区)、173个政府组织、635位基层公务员的二阶段"领导-下属"配对问卷调查,运用多层次线性回归模型分析和研究了多层次情境变量(制度环境、授权型领导、变革情感承诺)对基层公务员创新行为的影响,并探讨了公共服务动机在其中的调节效应。研究结果表明:制度环境、授权型领导、变革情感承诺分别从制度、组织、个体这3个层次显著正向影响基层公务员的创新行为,公共服务动机在其中发挥调节效应。其中,公共服务动机正向调节制度环境、授权型领导对基层公务员创新行为的影响;负向调节变革情感承诺对基层公务员创新行为的影响。Based on theory of planned behavior,this study verifies the hypotheses by the data collected from 635 street-level public employees of 173 public organizations in 36 districts/counties with a two-wave leader-subordinate matching method,and explores and analyzes the impact mechanism of muti-level contextual variables on street-level public employees’innovative behavior as well as the moderating role of public service motivation.The multi-level linear regression analysis results show that institutional environment,empowering leadership,affective commitment to change has significant and positive impact on street-level public employees’innovative behavior from institutional-level,organizational-level and individual-level,respectively.What’s more,public service motivation positively strengthens the relationship between institutional environment and innovative behavior as well as the relationship between empowering leadership and innovative behavior.In addition,public service motivation weakens the relationship between affective commitment to change and innovative behavior.
