摘  要:在人工智能与"新基建"推动的技术变革背景下,面向灾害救援、突发公共事件、应急处理等高危行业,推进无人平台的智能化升级,对保障人民的健康安全,提升国家应急和治理能力具有重要的意义.本文对面向反恐、救灾、应急等高危行业的无人平台智能化发展的特点和现状进行分析,对基础理论、关键技术、重大装备和人才培养等4个方面的国内外现状和发展趋势进行总结,结合我国面向高危行业的无人平台智能化发展的现状、需求和不足,提出未来基础理论、关键技术、重大装备、人才培养等方面需要攻克和解决的挑战和问题,提出面向高危行业的无人平台智能化发展的战略规划与顶层设计的建议.With the development of AI technology and"New Infrastructure Construction",the intelligent development of unmanned platforms becomes significantly important for high-risk industries such as rescue activities in disasters,public emergencies,and emergency treatments.It will promote the safety and health of people and enhance capabilities for the national emergency and governance.This paper analyzes the current intelligent development of unmanned platforms for high-risk industries such as counter-terrorism,rescue activities in disasters,and emergency treatments.This paper summarizes the domestic and foreign current situations and development trends in four aspects:basic theories,key technologies,major equipment,and talent development.Based on the current situations,needs,and deficiencies of the intelligent development of unmanned platforms for high-risk industries of China,this paper proposes future challenges and problems for basic theories,key technologies,major equipment,and talent development.Moreover,this paper proposes high-level strategic planning and suggestions for the intelligent development of unmanned platforms for high-risk industries.
