摘　　要：战略性新兴产业集群国际化是我国实施“双循环”战略和推进战略性新兴产业高质量发展的重要手段,主要途径是通过构建跨界的、多样化的“全球管道”以促进集群知识的动态演化。然而由于知识、企业以及环境的不利条件,战略性新兴产业集群国际化亟需政策有力支持。德国InterClust集群国际化计划在政策思路、政策内容以及执行实施方面具有鲜明特色,我国政府部门可以在战略认知、政策逻辑、政策实施以及智力支持等方面借鉴德国InterClust集群国际化计划的经验,以科学制定我国战略性新兴产业集群国际化的支持政策。The internationalization of strategic emerging industry cluster is an important means to adapt to the“double cycle”strategy and promote the high-quality development of strategic emerging industry.the main way is building cross-border and diversified“global pipeline”to promote the dynamic evolution of cluster knowledge.However,due to the adverse conditions of knowledge,enterprises and external environment,the internationalization process of strategic emerging industry clusters is in urgent need of strong government policy support.The German InterClust cluster plan has distinct characteristics and advantages in policy ideas,policy contents and implementation.Chinese government departments can learn from the experience of Germany s InterClust program in terms of strategic cognition,policy logic,policy implementation and intellectual support so as to scientifically formulate supporting policies for the internationalization of China s strategic emerging industrial clusters.
