创新质量对高技术产业绿色创新效率影响的异质性——基于产业集聚的门槛效应

摘　　要：针对推动经济高质量增长与实现生态可持续发展重要战略结合点的绿色创新效率问题,运用SBM模型,构建以高技术产业集聚为门槛变量的面板门槛模型,测算2008—2018年我国28个省份高技术产业绿色创新效率,实证分析创新质量对高技术产业绿色创新效率的影响机理。结果表明:在研究期内,28个省份高技术产业绿色创新效率稳步提升但尚有较大提升空间,并存在明显的空间差异特征,其中绿色创新效率东部地区>中部地区>西部地区;创新质量对东、中部高技术产业绿色创新效率存在基于产业集聚水平的双重门槛效应,门槛值分别为0.636、0.944,而西部当高技术产业集聚水平跨越0.363门槛值时,创新质量对绿色创新效率才会有显著促进作用;企业规模、劳动者素质、政府行为对高技术产业绿色创新效率具有显著正向影响,对外开放显著抑制绿色创新效率提升。最后基于研究结论,提出综合考虑区域发展差异、充分发挥协同优化作用、积极实施人才引进战略等促进我国高技术产业绿色创新效率提升的对策建议。Aiming at green innovation efficiency,which is an important strategic combination point of promoting high-quality economic growth and realizing ecological sustainable development,this paper uses SBM model to construct a panel threshold model with high-tech industry agglomeration as the threshold variable to calculate the green innovation efficiency of high-tech industries in 28 provinces of China from 2008 to 2018,and takes empirical analysis of the impact of innovation quality on green innovation efficiency of high-tech industry.The results show that:in the study period,the green innovation efficiency of high-tech industries in 28 provinces increases steadily,but there is still a large space for improvement,and there is an obvious spatial difference in green innovation efficiency,the eastern region>central region>western region,there is a double threshold effect of innovation quality on the green innovation efficiency of high-tech industries in east and central China based on the level of industrial agglomeration,the threshold value is 0.636 and 0.944 respectively,when the level of high-tech industry agglomeration in west China exceeds the threshold value of 0.363,innovation quality has a significant promoting effect on the green innovation efficiency.Besides,the scale of enterprises,the quality of workers and the behavior of government have a significant positive impact on the green innovation efficiency of high-tech industries,and the opening-up significantly inhibits the improvement of green innovation efficiency.Finally,based on the research conclusions,the paper puts forward countermeasures and suggestions to promote the efficiency of green innovation in China’s high-tech industry,such as comprehensively considering regional development differences,fully playing the role of coordinated optimization,and actively implementing talent introduction strategy.
