从新冠肺炎疫情论公共健康伦理在突发重大疫情防控中的价值及实践

摘　　要：人类社会在与病毒引发的传染性病疫的斗争中,如何从健康伦理的视角,基于社会公共健康的视域,从根源上应对与解决公共健康危机,是一个重要的课题。公共健康伦理是应对社会重大疫情危机的伦理指引及行为规范。重大疫情视域下公共健康伦理为防控干预提供伦理辩护;为社会行为主体提出道德规范;对防控政策及决策进行伦理评价。在新冠肺炎疫情的“大考”中,中国共产党和国家采取的一系列政策行为举措深刻展示出生命至上的信念、团结合作的态度、促进公正的追求、健康责任意识等公共健康伦理精神。从健康伦理的视角总结新冠肺炎疫情的基层防治,需进一步强化公共健康伦理的价值引领力,为完善基层的重大疫情应急治理能力提供更有针对性的伦理对策。In the struggle against infectious diseases caused by viruses,it is important that how to deal with and solve public health crises from the perspective of health ethics and based on social public health.Public health ethics is the ethical guidance and code of conduct to deal with the social major epidemic crisis.In view of major epidemics,public health ethics provides ethical justification for the prevention and control interventions,put forward a code of ethics for social subjects,evaluate the prevention and control policies and decisions.In the fight against the COVID-19 pandemic,the Communist Party of China(CPC)and the government have profoundly shown the spirit of public health ethics,which were life-first belief,cooperation attitude,pursuit of promoting justice and moral responsibility consciousness.To summarize the grassroots prevention and treatment of COVID-19 epidemic from the perspective of health ethics,it is necessary to further strengthen the leading force of public health ethics value and provide ethical countermeasures for the grassroots to improve their emergency response capabilities.
