摘　　要：黄河流域生态保护与高质量发展是我国重大的国家战略,本文分析黄河流域生态保护与高质量发展中所蕴含的绿色发展、民生改善、创新驱动、产业均衡等内涵,系统论述黄河流域生态保护与高质量发展意义。创新性地从战略、环境、资源、产业四个方面深入阐述黄河流域生态脆弱地区生态保护与高质量发展的紧迫性,丰富了相关领域研究成果。最后,提出加强区域协同、完善顶层设计、建立生态产品价值实现机制和完善可持续发展的绿色金融服务体系等政策建议,为黄河流域生态脆弱地区生态保护和高质量发展战略实施提供借鉴与参考。The ecological protection and high-quality development of the Yellow River Basin is an important national strategy in China.This paper analyzes the connotation of green development,improvement of people’s livelihood,innovation and industrial balance contained in the ecological protection and high-quality development of the Yellow River Basin,the significance of ecological protection and high-quality development in the Yellow River Basin is discussed systematically.The urgency of ecological protection and high-quality development in the Yellow River Basin in the ecologically fragile region is expounded from four aspects:Strategy,environment,resources and industries.Some policy suggestions are put forward,such as strengthening regional coordination,perfecting top-level design,establishing the mechanism of realizing the value of ecological products and perfecting the Green Financial Service System of sustainable development,it provides reference for the implementation of the strategy of ecological protection and high-quality development in the Yellow River basin in ecologically fragile areas.
