养老机构公建(办)民营运营模式与实施效果评估——基于北京市460家养老机构普查数据的分析

摘　　要：公建(办)民营的发展有利于提升养老机构的运营效率和服务水平。本文基于产权理论评价公建(办)民营养老机构的运营模式,发现该模式存在承接主体产权描述不清晰、新增投入资产产权界定不规范的问题。进一步地,运用目标达成模式法,使用2016年北京市460家养老机构普查数据评价公建(办)民营模式的实施效果。结果显示,北京市公建(办)民营养老机构已具有一定规模,且医疗资源的获取渠道多元化,其整体效能较高,资源优化改进空间大。建议同等重视公建(办)民营养老机构发展的内生因素和外生因素,从提升养老机构人力资本水平、改善养老服务质量、提高管理水平、规范组织登记类型、优化选址、增加培训支持等方面进行改进,促进养老机构精准布局、高效运营及可持续发展。The development of the public-funded-private-run mode is conducive to improving the operational efficiency and service level of elderly institutions.This paper evaluates the operation mode of public-funded-private-run elderly institutions based on property rights theory,and finds that the mode suffers from unclear property rights description of the undertaking body and irregular property rights definition of new input assets.Further,using the goal-achievement model method and the 2016 census data of 460 elderly institutions in Beijing,this paper evaluates the implementation effect of the public-funded-private-run mode.The results show that public-funded-private-run elderly institutions in Beijing have a certain scale and diversified access to medical resources,with high overall efficiency and large space for resource optimization and improvement.It is recommended to pay equal attention to the endogenous and exogenous factors in the development of public-funded-private-run elderly care institutions,promote the precise layout and efficient operation of elderly institutions and achieve sustainable development in terms of raising the level of human capital,improving the quality of elderly services,raising the level of management,standardizing the type of organization registration,optimizing site selection,and increasing training support.
