摘　　要：当今世界正经历百年未有之大变局,技术快速发展形成强大的路径依赖和锁定效应,全球化发展预期受阻,新冠肺炎疫情影响深远且全球流行病爆发的风险增高,小微企业发展面临新的风险和挑战。对于小微企业来说,应从根本上重构成长观,重视质量的提升、内在能力的建设、创新驱动的发展动力和柔性化的发展模式,实现从规模增长朝着内涵改善和质量提升的发展观转变;市场选择上应适应新发展格局专注于细分的专业市场,在消费市场领域和产业链中间市场打造具有独特竞争力的"隐形冠军",在新兴技术领域探索、创造和开拓蓝海市场,深挖产品新用途推动其高端化、高附加值化;能力建设上应进一步优化资源配置、加大创新投入和丰富能力内容,支撑自身的高质量发展。对于政府及相关部门来说,需要构建质量导向的支持体系,进一步优化营商环境,提高政策的精准性,并利用新技术新模式创新政策工具,推动小微企业的高质量发展。The world is undergoing great changes unseen in a century. The rapid development of technology has formed a strong path dependence and lock-in effect. Globalization has encountered challenges. The new crown pneumonia epidemic has a profound impact. The global epidemic risk increases. These all make small and micro enterprises( SMEs) face new risks and challenges. For SMEs,it is necessary to fundamentally reconstruct the growth concept,including paying more attention to the quality,building internal capabilities,innovating development power and forming flexible development models,so as to realize the transformation from scale growth to connotation improvement and quality improvement. In terms of market selection,SMEs should adapt to the new development pattern,focus on the subdivided professional market,create a"invisible champion"with unique competitiveness in the field of consumer market and the intermediate market of industrial chain,explore,create and develop the blue ocean market in the field of emerging technology,deeply explore new uses of products,and promote their high-end and high added value;In terms of capacity-building,SMEs should further optimize the allocation of resources,increase investment in innovation and enrich capacity content to support the high-quality development. For the government and relevant departments,it is necessary to establish a quality oriented support system,further optimize the business environment,improve the accuracy of policies,and use new technologies and new models to innovate policy tools to promote the high-quality development of small and micro enterprises.
