摘　　要：陕南地区在历史上一直是我国地甲病高发区域之一,明清以来随着山地开发,病势更趋严重。至少从明代开始,陕西民众已认识到关中卤泊滩所产锅巴盐对于防治地甲病疗效显著,其原因是锅巴盐中含有丰富的碘和其他微量元素。不过,历代政府一再维护官盐系统而打击其视为"私盐"的卤泊滩土盐,官盐制度也固化了陕南民众的用盐惯习,加之陕南地区风气未开、近代以来各级政府卫生知识宣传的不力,锅巴盐在陕南地甲病区的行销长期面临着阻碍而不能充分发挥功用,陕南地区地甲病势长期未得有效控制。South Shaanxi had always been one of the regions with high incidence of endemic goiter in China,and the disease had become more and more serious since the Ming and Qing dynasties.People in Shaanxi in the Ming dynasty had realized that salt produced in Lubotan had a significant effect on the prevention and treatment of endemic goiter (for the salt is rich in iodine and other trace elements).However,successive governments had repeatedly maintained the official salt system and cracked down on Lubotan salt regarded as "private salt".The official salt system also solidified the salt-using habit of the people in south Shaanxi.In addition,the publicity of health knowledge was poor.As a result,the marketing and selling of the Lubotan salt in the endemic area of south Shaanxi had been hindered for a long time,resulting in the poor control of the disease in the endemic area for a long time.
