澳大利亚学位论文管理与开放现状及启示

摘　　要：运用网络调查法和文献分析法,调查研究了澳大利亚国家政策、国家基金资助政策以及八校联盟(Go8)高校的学位论文管理与开放现状,总结了澳大利亚学位论文管理策略,主要包括:政府机构、国家基金等明确要求知识成果需存储与共享,各高校制定学位论文管理与开放政策,利用机构知识知识库自存储学位论文,根据不同公众访问类型对学位论文进行分类管理,版权声明保护及平衡公共利益与作者权益,为学位论文的开放与发表提供有利条件,积极与发现系统合作,建立专业服务咨询团队,注重隐私保护等。澳大利亚的实践经验对我国学位论文的管理和开放具有一定的借鉴作用。Through the network survey and literature review,the paper investigates status of Australia national policies,national fund policies and the theses and dissertations(T&D)management strategies of the Group of Eight universities.The management strategies mainly include:the government agencies and national funds demand research achievements to be stored and shared,universities formulate management and Open Access policies for T&D,using institutional repositories to store T&D,T&D are classified regulated by different types of public access,the copyright notice protecting and balancing the public interests and the authors interests,providing favorable conditions for Open Access and publication of T&D,actively cooperating with search engines,establishing professional teams to provide services and consultation,paying attention to privacy protection.The practical experiences of Australia will be helpful for management and Open Access of T&D in China.
