摘  要:基于系统动态平衡理论,采用内容分析法、文献资料法和数理统计法,通过构建校园足球政策工具—政策目标二维分析框架对所选样本进行文本计量分析和政策演进特征解析,旨在推进我国校园足球治理体系和治理能力现代化,助力新时代校园足球实现高质量发展。研究表明:校园足球发展在步入2.0时代的政策演进过程中,多元主体协同共治成为主旋律,中国足协的行业指导作用逐渐凸显;政策工具分布在演进前具有显著性差异,环境型工具始终维持主导地位,整体协同性略有上升;政策目标演进后表现出组织及保障体系建设持续加强的趋势,但竞赛体系未受到足够关注,甚至在供给型工具上出现缺失现象。Based on the theory of dynamic equilibrium,this paper uses the methods of content analysis,literature review and mathematical statistics,and establishes a two-dimensional analysis framework for“campus football policy tools and policy objectives"for text measurement on the selected samples and for an analysis on the features of policy evolution,with a view to modernizing China’s campus football governance system and governance capabilities,and facilitating campus football’s high-quality development in the new era.The study shows that:in the policy evolution process of campus football stepping into Era 2.0,the collaborative governance by multiple participants has become the dominant trend,and the guiding role of the Chinese Football Association has gradually become prominent;there are significant differences in the distribution of policy tools before the evolution,with environment-oriented tools maintaining a dominant position,and the overall synergy of policy tools has increased slightly;after the evolution,the organization and supporting systems have been strengthened,but the competition system has not received enough attention,and supply-oriented tools are lacking.
