政策工具视角下的我国信息服务政策文本量化研究

摘　　要：[目的/意义]通过对我国已经出台的信息政策文本进行分析,有利于政府对后续政策文本的出台调整和推进信息服务体系的建设,对信息服务业持续良好发展具有重要意义。[方法/过程]选取2009—2020年具有代表性的46份政策文本,采用内容分析法,借助NVivo12质性分析软件从政策工具类型角度和信息服务政策社会作用角度对政策文本进行量化分析。[结果/结论]存在的问题:环境型政策工具使用过溢,内部工具结构配置失衡;供给型政策工具使用欠缺,内部工具使用失衡;需求型政策工具使用不足,内部工具较为缺乏;各类型政策工具在信息服务社会作用中分布不均。优化建议:优化调整各类型政策工具搭配、注重政策工具在信息服务政策社会作用要素中合理配置、加强政府职能部门之间合作沟通。[Purpose/Significance]It is conducive to the government's adjustment of subsequent policy texts and the promotion of the construction of the information service system to analyze the information policy texts that have been issued in China,which is also of great significance to the sustained and sound development of the information service industry.[Methods/Process]On the basis of 46 representative policy texts we selected from 2009 to 2020,content analysis method and NVivo12 qualitative analysis software were used to quantitatively analyze the policy texts from the perspective of the types of policy tools and the social role of information service policies.[Results/Conclusions]Existing problems:Overuse of environmental policy tools,unbalanced internal tool structure configuration;lack of supply-based policy tools,unbalanced use of internal tools;insufficient use of demand-based policy tools,lack of internal tools;various types of unevenly distributed policies tools in the role of information services in society.Optimization suggestions:the collocation of various types of policy tools should be optimized and adjusted,the rational allocation of policy tools should be adressed in the social function elements of information service policies,and cooperation and communication between government functional departments should be strengthened.
