摘　　要：城乡结合部的区位优势和成本优势,孕育出位于城郊街镇的产业集群,它们既是周边地区经济社会发展的重要引擎,也是造成所在地区的建成环境“半城半乡”、人居环境品质下降的关键成因,这类地区的产业发展与人居环境品质提升通常有一定难度。以昆明斗南花卉市场地区为例,通过对政府、科研机构、企业、花商、社区居民等的结构式访谈和问卷调查,揭示出产业集群与周边社区之间“经济融合、社会隔离”的互动机制及成因,进而探讨如何通过有效的规划干预使其“产业—社区”关系可持续发展,对于城郊地区产业集群所在地区的规划建设有一定的借鉴价值。As the region with the strongest interactions between urban and rural areas,the urban-rural interface not only has the geographical advantage of being close to urban areas,but also claims relatively low land rent and labor costs.As a result,increasing numbers of industrial clusters are being developed in suburban streets and towns based on local resources.These industrial clusters usually play an important role in driving urban and rural development in surrounding areas.However,the lack of strict spatial governance in urban-rural interfaces where such industrial clusters are built leads to a“halfurban and half-rural”state,and the quality of human settlements keeps declining.Therefore,it is often difficult to determine a sustainable development model spontaneously through industrial development and the improvement of the quality of human settlements in such areas.The Dounan Flower Market Area is a typical case of an“industrial cluster at the urban-rural interface”.On one hand,the Dounan Flower Market is a distribution industry cluster based on local resources,underpinned by a strong spatial agglomeration effect.On the other hand,the Dounan Flower Market has a poor overall built environment,chaotic functional layout,homogeneous competition,and insufficient infrastructure facilities,which is in stark contrast with its high public expectations and brand reputation.From the perspectives of industry and the community,the local block-scale“industry-community”relationship was analyzed,and the economic and social development issues in the Dounan Flower Market were compared.Special attention was paid to the industrial function organization and social structure of the region.This article adopts a combined research method of structured interviews with government officials,corporate managers,and other key informants,as well as field surveys obtained from local workers and residents.Preliminary findings reveal that the Dounan Flower Market and its surrounding communities are highly integrated in terms of economic f
