摘　　要：改变当前我国高校科技成果转化率畸低的现状,需要抓住产权激励这一关键环节,充分调动科研人员积极性,深入推进职务科技成果所有权属改革,消除法律上的障碍;在此基础上,探索建立科技成果产权交易中心,搭建科技成果转化平台,充分发挥市场在资源配置中的基础性作用。To change the current situation of abnormally low conversion rate of scientific and technological achievements in our country's colleges and universities,it is necessary to grasp the key link of property rights incentives,fully mobilize the enthusiasm of scientific research personnel,deeply promote the ownership reform of scientific and technological achievements,and eliminate legal defects and obstacles.It is neccessary to explore the establishment of a property rights trading center for scientific and technological achievements,build a platform for the transformation of scientific and technological achievements,and give full play to the fundamental role of the market in resource allocation.
