摘 要:本文通过数据分析和实地调研等方式,对我国区域科技人才分布情况进行了梳理和分析。发现近年来我国科技人才区域分布不平衡的趋势凸显,科技人才加速向东部及少数中西部区域中心城市聚集,东北和西部部分欠发达地区人才流失加剧。长远来看,不利于我国区域协调发展。建议从加强统筹协调和政策指导、优化科技资源布局、完善人才计划管理制度、健全区域科技人才互助机制等方面采取措施加以有效应对。Through data analysis and field research,this paper combs and analyzes the distribution of regional S&T talents in China.We find that the trend of unbalanced regional distribution of S&T talents in China has become prominent in recent years,S&T talents have accelerated to gather in the eastern and a few central cities in the central and western regions,the brain drain in some underdeveloped areas in the northeast and western regions has been worsen.In the long run,it is not conducive to China's regional coordinated development.We suggest that effective measures should be taken to strengthen overall coordination and policy guidance,optimize the layout of scientific and technological resources,improve the talent plan management system,and improve the mutual assistance mechanism of regional S&T talents.
