摘 要:2016年英国政府正式推行"教学卓越及学生成果框架"这一体系,旨在推动学生卓越成长,是首次将"以学生为中心"和学生需求置于主要目标的评估,也是首次将评估结果与英格兰地区高校学费上涨与否挂钩的评估体系。根据TEF近几年的变化,论文主要从学生影响因素这一角度来探析推动该体系变化发展的内在驱动,通过分析教学卓越与学生卓越之间的内在关系、分析发展过程中学生因素对评估体系更名的影响及监管部门的迁移变化等,该体系从关注经济因素到学生要素,由此发展变化以期为学生服务并推动学生卓越成长。In 2016, the British government has introduced the "Teaching Excellence and Student Outcomes Framework(TEF)" which aims to encouraging student’s excellence outcomes. It is the first "Student orientated" framework which has set student’s needs as the main objective, and it is also the first assessment metric that the evaluation result may influence the increase in tuition fees of High Education Institutions in England. Base on the changes of TEF in recent years, this article mainly analyzes the internal driving forces that promote the development of this framework from the perspective of student’s influencing factors. And it analyses the internal links between teaching excellence and student excellence as well. Besides, it also analyses the impact of student’s factors on the name change of the framework and change of regulatory agencies, uses these features to demonstrate how the framework develops to serve student and improve student’s excellence outcomes.
