摘 要:随着工业经济向数字经济的全面转型,灵活用工在经济、产业、劳动力以及技术的推动作用下迅速兴起,新冠疫情的爆发更进一步加速了灵活用工的全面发展。在此背景下,本文首先论述了从人岗匹配转变而来的以人力资本与工作任务匹配为主要特征的"人工匹配",并提出根据个人能力重构工作岗位的新模式。在"人工匹配"的基础上,本文开创性地提出了由劳动关系发展而来的可以涵盖多种人与组织关系的人力资本关系,并指出人力资本关系的纵深发展动摇了组织化人才开发的基础。之后,本文从企业、政府、市场三个视角提出了数字经济就业范式下社会化人才开发机制的五种具体形态,以期实现企业快速精准地匹配人与工作任务、高效利用人才的目标。最后,本文进一步从立法、政策制定与执行、具体的人才开发过程三个角度,对人才开发机制的有效执行进行了适当的讨论,以保证具体措施的落实。With the comprehensive transformation from the industrial economy to the digital economy,flexible employment has rapidly emerged under the impetus of economy,industry,workforce and technology.In addition,the outbreak of the COVID-19 has further accelerated the overall development of flexible employment.In this context,this article firstly discusses the"human capital-task fit"which is shifted from the person-job fit and characterized by the matching of human capital and work task,and proposes a new model for restructuring jobs based on personal abilities.Secondly,on the basis of"human capital-task fit",this article initiates the human capital relations developed from labor relations,which can cover a variety of relations between human and organizations,and points out that the in-depth development of human capital relations has undermined the foundation of organizational talent development.After that,this article proposes five specific forms of the socialized talent development mechanism under the digital economy work paradigm from three perspectives of enterprise,government and market.So that it is convenient for enterprise to realize the goal which could match the human and task quickly and accurately and utilize the talent efficiently.Finally,this article further discusses the effective implementation of the talent development mechanism from the three perspectives of legislation,policy formulation and implementation,and the specific talent development process to ensure the implementation of specific measures.
