摘  要:ROV(remotely operated vehicle,ROV)即水下机器人由外部提供遥控信息和动力的有缆无人潜水器。由于其适用性广,较载人潜水风险低等特点,目前广泛应用于水下科学考察、海洋油气开发、海洋设施建设及维护、以及坝体水下检测等领域。但ROV作业中存在人员安全、环境污染、设备损伤等安全风险,ROV作业所面对的HSE(health safety environment)管理压力较大。更好地实施ROV作业安全风险管控有利于水体环境保护、减少人员伤害、保证设备/设施安全运转,降低工程项目成本。Remotely operated vehicle(ROV)is an unmanned underwater vehicle with cables that provides remote control information and power from outside.Due to its wide applicability and lower risk than manned diving,it is widely used in underwater scientif ic investigation,offshore oil and gas development,offshore facilities construction and maintenance,and underwater dam detection.But there are safety risks in ROV operation,such as personnel safety,environment pollution,equipment damage,and so on.Better implementation of ROV operation safety risk control is conducive to water environment protection,reduce human injury,ensure the safe operation of equipment/facilities,reduce project costs.
