摘　　要：2020年5月25日,最高检工作报告中再次谈及“案-件比”这一检察工作质效评价指标。从微观上看,该项制度实行以来,各级检察机关的工作质效都有显著提高。从宏观上看,着力“降低”“案-件比”这一认识存在偏差,“件”的业务范围的设定科学性欠佳,会带来管理方式过度行政化的忧虑。因而有必要从实质上认知“案-件比”制度,将其性质由评价标准转变为评价因素,对其中的“件”的范围进行微调,使这项新制度更加完善。同时,检察机关自身业务方面也需要改进。Case-event ratio was mentioned as the quality and efficiency evaluation index of procuratorial work in the report of the Supreme People’s Procuratorate on May 25,2020.From a microscopic perspective,the quality and efficiency of procuratorial organs at all levels have been significantly improved since the implementation of this system.From a macroscopic perspective,focusing on reducing case-event ratio deviates from correct understanding.The unscientific definition of event will inevitably cause worry about excessive administrative tendency of management style.Therefore,it is necessary to perceive the case-event ration system from the substantive sense,turning the nature from evaluation criteria to evaluation factor,making fine adjustment of the range of event,so as to improve the new system.At the same time,own business of the procuratorial organs should be improved.
