摘　　要：近年来,一些西方国家不愿接受中国全面快速发展的现实,出于意识形态偏见和政治操纵的需要,根据本国法律,时常任意对中国高科技企业、国家机关、组织和个人实施制裁。因此,《中华人民共和国反外国制裁法》的出台是有其迫切性、必要性和正当性基础的。这部法律为我国有效实施反制裁行动明确了主体职责,提供了具体措施,是切实维护中国公民的合法权益和国家主权、安全以及发展利益的重要依靠。In recent years,some western states are reluctant to accept the reality of China's fast all-round development.For the need of political manipulation and ideological bias,based on their own domestic law,these western countries frequently and freely exert sanctions on China's high-tech enterprises,state organs,organizations and individuals.By studying the legislative background of the Anti-Foreign Sanctions Law of the People's Republic of China,from the perspective of immigration sanctions,this paper attempts to analyze the characteristics,effectiveness and validityof those countermeasuresso as to effectively safeguard the legitimate rights and interests of Chinese citizens and national sovereignty,security and development interests.
