“礼治”:儒家平安文化的原型理念——兼谈其在公安队伍正规化建设中的现实价值

摘　　要：从"礼治"的核心目的是平安,平安的前提是"礼治",无"礼"则难以平安,"泰"卦之前是"履"卦,"礼"是去争夺、保平安的前提,"小康"靠"礼"来维持等五个方面可论证"礼治"是儒家平安文化的原型。"礼"与新时代公安机关所遵循标准的对应范畴是社会主义核心价值观、对人民警察的"十六字"总要求和人民警察职业道德规范。论证"礼治"平安文化原型理念,对公安队伍正规化建设有发挥教化功能、强化约束效力、增进防腐机能、强化守法自觉、丰富警营文化等作用。From five aspects:the core purpose of"rule of rites"is peace,the premise of peace is"rule of rites",it is difficult to be safe without"rites",the hexagrams of"Tai"are"lu"before the hexagrams of"Tai","rites"is the premise to fight for and protect peace,and"well-off"depends on"rites"to maintain,it can be argued that"rule of rites"is the prototype of Confucian culture of peace.The corresponding categories of"courtesy"and the standards followed by the public security organs in the new era are the socialist core values,the"sixteen characters"of the people's police and the professional ethics of the people's police.It proves that the prototype concept of"etiquette rule"safety culture plays an important role in the regularization construction of the public security forces,such as playing the role of enlightenment,strengthening the effectiveness of restraint,enhancing the function of anti-corrosion,strengthening the consciousness of law-abiding and enriching the police camp culture.
