服务于公共安全风险态势感知的冬奥会信息资源体系研究

摘　　要：从场馆运行、赛区管理、城市支撑等三个层面分析了冬奥会场馆核心区、外围扩展区和城市运行区所面临的主要风险类型和风险感知要求,设计并提出了服务于公共安全风险态势感知的信息资源体系。该信息资源体系主要由人员、车辆、物品、设施、事件、状态等六类要素组成,在数据应用上需要场馆、公安、消防、交管、市政等多个部门以自建、计算结果共享或数据授权共享的方式来进行支撑。This paper analyzes the main risk types and risk perception requirements faced by the core area,peripheral expansion area and urban operation area of the Winter Olympic Games venues from three levels:venue operation,competition area management and urban support,and designs and puts forward an information resource system serving public security risk situation awareness.The information resource system is mainly composed of six elements such as personnel,vehicles,goods,facilities,events,and status.In terms of data application,multiple departments such as venues,public security,fire control,traffic management and municipal administration need to be supported by self construction,calculation result sharing or data authorization sharing.
