摘  要:公务员实行国家统一规定的工资制度。人民警察实行公务员工资制度,享受国家规定的警衔津贴和其他津贴、补贴待遇。根据公安干警的工资"应按略高于同级行政干部的原则进行调整"或"低于军队、高于地方"的指示精神,警察工资结构中的警衔津贴、值勤岗位津贴和加班补贴,构成了体现警察职业特点的工资福利保障体系。公务员职务的高低在工资收入决定中占据主导地位,参照职务与职级并行制度而实施的公安机关人民警察职务序列套改政策,一定程度上缓解了基层人民警察职务职级晋升的难题。地区附加津贴,决定了所属地区的公务员(含人民警察)工资收入水平,并造成了公务员工资结构的失衡和地区间公务员工资收入的差距。为此,应提高公务员的基本工资在工资收入中的比重,同时,规范地区附加津贴的发放管理,强化省级政府对所辖区域内的公务员工资发放的统筹调控责任。应整合现行的警察津贴、补贴福利制度,使其法制化。可借鉴香港特区公务员薪酬制度管理模式,设置有别于其他公务员的人民警察工资管理法律制度。Civil servants shall implement a salary system uniformly prescribed by the state.The people ’s police shall implement the salary system for civil servants and enjoy the allowances for police ranks and other allowances and subsidies prescribed by the state.According to the directive spirit that the salary of public security cadres and policemen "should be slightly higher than that of administrative cadres at the same level" or "lower than the army and higher than the localities",the police rank allowance,duty post allowance and overtime allowance in the police salary structure constitute a wage and welfare security system that reflects the professional characteristics of the police.The position of civil servants occupies a dominant position in the decision of salary and income,and the policy of changing the job sequence of the people ’s police in public security organs with reference to the parallel system of position and rank has alleviated the problem of rank promotion of the people ’s police at the grass-roots level to a certain extent.The regional additional allowance determines the wage income level of civil servants(including the people ’s police) in their respective regions,and results in the imbalance of civil servants ’ wage structure and the wage income gap between regions.For this reason,we should increase the proportion of the basic salary of civil servants in the salary income,at the same time,standardize the management of the payment of regional additional allowances,and strengthen the overall regulation and control responsibility of the provincial government over the salary payment of civil servants in the areas under their jurisdiction.The current police allowance and subsidy welfare system should be integrated and legalized.We can learn from the management model of the civil service salary system of the Hong Kong Special Administrative Region and set up a people ’s police salary management legal system which is different from other civil servants.
