跨界民族问题的类型表现、形成机理与解决之道

摘　　要：跨界民族是因传统的同一族群中的成员及其传统居住地为政治疆界所分割,成为相邻而居的不同国家的国民,其民族认同与国家认同的错位性、紧张性可能引发各种问题或危机。在国内层面,损害国家领土完整与主权安全、危害社会治安与人民生命财产安全、冲击国家治理秩序;在国际及区域层面,引发区域政治动荡与军事冲突、造成难民潮与人道主义危机。其原因既可能源自于历史所遗留问题或原殖民统治体系的遗害,更可能肇始于本国民族政策及经济社会发展与分配制度的缺陷。故此,需要从发展共享型经济、提高法治型国家的治理效能、提升文教宣传能力、推进和平外交政策等方面系统地构建“民族国家认同”。As members of the same ethnic group and their traditional place of residence are separated by political boundaries,the dislocation of ethnic identity and national identity and the tension between the two may lead to problems or crises.At the domestic level,the problems undermine the territorial integrity and sovereign security,endanger public security and the safety of people's lives and property,and undermine the governance order.At the international and regional levels,they incur regional political instability and military conflict,resulting in refugee flows and humanitarian crisis.The reasons behind may come from the problems left over by history or the former colonial system,and also from the defects of the national policy and of the system of economic and social development and distribution.Therefore,it is necessary to build"nation-state identity"systematically from developing the sharing economy,improving the governance efficiency of the country ruled by law,enhancing the publicity of culture and education,and promoting the foreign policy of peace.
