高速公路PPP项目工程造价中风险包干费的使用及管理问题探讨

摘　　要：在高速公路PPP项目建设过程中,由于施工招投标阶段设计图纸不完善,使施工过程中出现设计变更,增加了工程造价,而在合同签订时难以估计尚未确定或不可预见的增加费用,因此,在合同清单中应按比例列入风险包干费,由承包人包干使用。但在施工过程中,往往会出现风险包干费计量支付依据不足、风险费用远超合同金额等情况,直接影响了承包人的施工成本,同时,也给发包人带来审计风险。因此,需要制定风险防范管理措施,加强风险包干费的使用及管理,实现工程项目的经济利益最大化,避免出现风险包干费失控情况。论文对高速公路工程造价中风险包干费及其支付进行概述,介绍了其使用及管理防范措施,以供参考。In the construction process of expressway PPP project, due to the imperfect design drawings in the construction bidding stage,design changes in the construction process which increased the project cost, and it is difficult to estimate the uncertain or unforeseen increased costs when the contract is signed. Therefore, the risk lump sum fee should be included in the contract list in proportion and used by the contractor. However, in the construction process, there are often insufficient basis for the measurement and payment of risk lump sum fee, and the risk fee far exceeds the contract amount, which not only directly affects the contractor’s construction cost, but also brings audit risk to the employer. Therefore, it is necessary to formulate preventive management measures, strengthen the use and management of risk lump sum fee, maximize the economic benefits of the project and avoid out of control of risk lump sum fee. This paper summarizes the risk lump sum fee and its payment in expressway project cost, introduces its use and management measures for reference.
