国土综合整治规划与村庄规划的衔接思路探讨

摘　　要：生态文明建设、全域全要素管控已成为新时代规划的重要趋势,面向“山水林田湖草”资源要素管控的全域国土综合整治规划应运而生。国土综合整治规划的主要内容及其目的随时代需要而变化。文章剖析了现阶段国土综合整治规划的不足,以及其与村庄规划之间的衔接问题,即两者间的规划关系不明确、编制单元不匹配、衔接路径不明晰、编制内容有重叠。基于此,文章提出了国土综合整治规划与村庄规划的衔接思路,提出将国土综合整治规划纳入国土空间规划体系,明确其法定地位;厘清编制要点,加强与村庄规划的内容衔接;完善技术导则,创新整治策略;协调各方利益,健全实施保障机制四方面的优化措施,保障国土综合整治实施,助力乡村振兴。A full coverage and all elements control of national land-space overall remediation has emerged in response to the missions of the new era.The main content and purpose of the national land-space remediation planning change with the needs of the times.The paper analyzes the weakness of national land-space overall remediation,and its disconnection with village planning:unclear relation,mismatched unit,unclear connection path,overlapped contents.The paper attempts to establish a connection idea thinking between national land-space overall remediation and village planning,which includes:integrating overall remediation as a statutory part in national land-space planning system;enhancing the connection of contents between land-space remediation and village plan;innovation of technical guidelines and remediation strategies;coordination of multiple interests and insurance of planning implementation.In this way can land-space overall remediation help promote planning implementation and realize rural revitalization.
