摘　　要：21世纪初,随着市场经济的发展和行业竞争的日趋激烈,中国化工企业面临着更大的市场压力,一些企业开始采取保运业务外包方式,最大限度地发挥了企业有限资源的作用,有效增强了企业竞争优势,提高了企业竞争水平,达到了降低成本、提高工作效率、降低风险和与保运单位共担风险的目的。在中国化工企业保运管理体系初成之际,探讨化工企业保运业务外包问题将进一步填补化工行业的外包管理空白,对于增强企业核心竞争力和环境应变能力,确保企业降低风险以及实现战略目标等方面具有积极而深远的意义。At the beginning of this century, under the great market pressure, some chemical enterprises in China have adopted the method of outsourcing operation-ensuring tasks to maximize the limited resources, enhance effectively the competitive advantage and achieve the purpose of reducing costs, improving efficiency as well as of sharing risks with outsourcing team. At the initial establishment of operation-ensuring system for chemical enterprises in China, the exploration of outsourcing the inspection and maintenance team will fill in the gap in outsourcing management, which is of far-reaching significance to enhance the core competitiveness and quick response to the environmental change, reduce risks and fulfill strategic goals of chemical enterprises.
