环境管制是抑制能源回弹效应的有效手段吗?

摘　　要：能源回弹效应是导致能源消费居高不下的一个重要原因,它给资源和环境保护带来了很大压力。环境管制作为政府解决环境问题的一种手段,其相关节能减排措施能否有效的抑制能源的回弹?文章首先从理论上对环境管制对能源回弹效应的影响机理进行了探讨,然后,基于“干中学”内生增长理论和空间误差修正模型对我国2000—2018年省际能源回弹效应进行了测算,并利用PSTR(面板平滑转移模型)实证检验了环境管制对能源回弹效应的影响及其在产业结构和能源消费结构演变视角下的作用机制。结果表明:2000年以来,在考虑区域间的溢出效应时,我国普遍呈现“过火效应”,且在产业结构和能源消费结构不断调整过程中,不同的环境管制方式对能源回弹效应具有不同的作用:(1)当以产业结构为转换变量时,命令控制型环境管制方式先是加剧了能源的反弹,后转变为抑制作用,而经济激励型环境管制方式由于相关市场机制并不是太完善,总体加剧了能源的反弹,但随着产业结构优化,这种趋势有明显的减弱;(2)当以能源消费结构为转换变量时,命令控制型和经济激励型环境管制方式总体上加剧了能源的反弹,但随着能源消费结构的不断调整,管制效果逐渐显现,加剧作用逐渐减弱。Energy rebound effect is an important reason for high energy consumption,which brings great pressure to resources and environmental protection.Can energy conservation and emission reduction,which serve as measures in environmental regulation for the government in addressing environmental problems,inhibit energy rebound?This paper discusses theoretically the mechanism how environmental regulation impacts energy rebound effect.Then,it goes on to calculate the inter-provincial energy rebound effect of China from 2000 to 2018 by means of the endogenous growth theory of“learning by doing”and to test empirically its working mechanism from the perspectives of industrial structure and the evolution of energy consumption structure by means of PSTR.The results show that China has generally presented a“backfire”since 2000 when the spillover effects between regions are considered and that different environmental control methods have different effects on the energy rebound effect in the constant adjustment of industrial structure and energy consumption structure.①When the industrial structure is used as a transform variable,the command?and?control environmental regulation first exacerbates the rebound of energy,and then turns into inhibition.The economic incentive type of environmental regulation generally exacerbates the energy rebound as the relevant market mechanism is not perfect.This trend,however,has been significantly weakened with the optimization of industrial structure.②When the energy consumption structure is used as a transform variable,the command-control and economic-incentive environmental regulations generally exacerbate the energy rebound,but the control effect gradually appears and aggravating effect gradually weakens with the continuous adjustment of the energy consumption structure.
