摘 要:在中美科技经济脱钩现状下,如何摆脱高技术产业关键核心技术"卡脖子"困境是中国科技创新发展亟需解决的问题。高技术产业突破性创新是增加国家自主创新能力,实现核心技术跨越发展的关键。基于此背景,试图探索如何利用非营利性科研机构的核心作用,实现以科学知识为基础的突破性技术创新,并构建符合突破性技术本质的创新生态系统。从而帮助我国企业应对逆全球化趋势所带来的挑战。基于创新生态系统视角,文章围绕集成电路产业的突破性创新,以比利时微电子研究中心作为案例研究对象。结果发现非营利性研究机构在实现创新生态系统的价值识别、协同共生和价值创造过程中,发挥了建立信任关系、搭建桥梁、设立专有制度、构建联盟、以及驱动知识转化作用。这些核心作用有助于解决我国创新主体间信息不对称、核心技术垄断和科技成果转化难等挑战。The primary purpose of the study is to explain the key role of non-profit scientific research institutions in realizing the innovation ecosystem.From the theoretical perspective of the ecosystem,the study introduces Interuniversity Microelectronic Center as a specific case to explore the different roles of non-profit scientific research institutions in the process of value identification,synergy,and value creation in the innovation ecosystem.The article adopts qualitative research methods,combining literature data,patent data and paper data.The study uses Citespace software to draw the network of cooperation between different entities,and finds that non-profit research institutions have played a role in establishing trust relationships and bridge partners during the process of value recognition in the innovation ecosystem.Through the collation of literature,the study explains the specific practices of the Interuniversity Microelectronic Center to summarize its intellectual property distribution model and Industrial Affiliation Program.The study finds that non-profit research institutions have the ability to establish appropriability regime and construct affiliation when achieving the coordinated development of the innovation ecosystem.Through patent data,the article utilizes Incopat to draw a sand table of patent layout,and finds that non-profit research institutions play a role as a prime mover when realizing the value creation of the innovation ecosystem.The results of the study indicate that non-profit scientific research institutions perform value recognition by playing the role as brokers and bridges.Specifically,non-profit scientific research institutions can select appropriate members by establishing a trust mechanism,and determine the boundary of innovation ecosystem by building cooperation bridges.At the same time,non-profit institutions promote the co-existence of members in the innovation ecosystem by setting up appropriability regime and building affiliation,that is,distributing the benefits of member
