创新型企业家政策对企业发展的影响——以南京市为例

摘　　要：南京市2016年实施创新型企业家培育计划,在贷款贴息等方面为企业提供优惠。对创新型企业家政策对企业存在激励效应进行研究,以2017年公布首批创新型企业家所属企业和未认定企业为样本,搜集整理2016—2020年企业年报数据,运用双重差分倾向得分匹配估计(PSM-DID)方法进行实证研究。结果表明,政策对资产收益率和创新活动效果不明显,但对营业收入和资产总值具备正向激励作用,并从立足长远、贴近企业、聚焦人才、统计全面等4个方面提出建议。Nanjing City in 2017 to implement innovative entrepreneur cultivation program,in the loan discount and other aspects of enterprises to provide preferential treatment.The incentive effect of innovative entrepreneur policy on enterprises is studied,the first batch of innovative entrepreneur-owned enterprises and unconventional enterprises are published in 2018 as a sample,the data of the 2016-2020 annual report are collected and collated,and the double differential tendency score matching estimate(PSM-DID)method is used for empirical research.The results show that the policy has no obvious effect on asset return and innovation activities,but it has a positive incentive effect on operating income and total asset value,and puts forward suggestions from four aspects:long-term,close to enterprise,focus on talents and comprehensive statistics.
