摘　　要：以国际关系学院图书馆为例,建立数学模型,运用数据分析和机器学习等新兴技术,为高校图书采购提供新的思路和研究方法,力图破解政府采购中公平与效率、集中与分散难以平衡的难题。该研究结果不仅可以为进一步优化高校图书采购工作提供借鉴,从而推动高校信息化建设,服务“十四五”规划,而且对宏观结构中的政府采购预算管理、需求管理和过程管理的研究和实践提供改进思路。By taking the library of University of International Relations as an example,this paper establishes mathematical model,and provides new ideas and research methods for university book purchasing by using new technologies such as data analysis,machine learning,etc.,and tries to solve the problems of inequity and efficiency,concentration and dispersion in government procurement.The research results can not only provide reference for further optimizing the work of book purchasing in colleges and universities,so as to promote the information construction of colleges and universities and serve the“Fourteenth-five years plan”,but also provide improvement ideas for the research and practice of budget management,demand management and process management of government procurement in the macro structure.
