交易费用视角下宅基地流转模式的选择机理——基于宁波市“YW样板村”的调查

摘　　要：为了盘活农村闲置宅基地,提高农民财产性收入,实现乡村振兴,2018年中央一号文件提出探索宅基地"三权分置",为此各地方的示范区探索出了不同的发展模式。2019年浙江省宁波市镇海区通过宅基地"三权分置"将YW村打造成区域的示范样板。为了探讨样板区的示范成效,文章以交易费用视角切入,从治理结构上分析了YW村前后两种流转模式的选择机理。研究结果表明:YW村的流转模式并不完全符合学理上的最优治理结构,该村选择的模式具有一定的特殊性,选择这种模式需要具备相应的条件,切忌盲目推广。In order to revitalize the idle rural homesteads,increase the peasants’property income,and realize the rural revitalization,in 2018,the“No.1 Central Document”proposed to explore the“separation of ownership rights,contractors’rights and land management rights”of homesteads,for which various local demonstration areas have explored different development mode.In 2019,Zhenhai District of Ningbo City,Zhejiang Province built YW village into the regional demonstration village through the“separation of ownership rights,contractors’rights and land management rights”of homesteads.In order to explore the demonstration effect of the model area,this article starts with transaction costs,following this,it analyzes the selection mechanism of the two circulation modes of YW village from the perspective of governance structure.The research results show that:the circulation mode of YW village does not completely conform to the theoretically optimal governance structure,the mode selected by the village has certain particularities,the selection of this mode requires corresponding conditions,therefore,blind promotion must be avoided.
