基于熵权的黄河流域农业高质量发展水平测度

摘　　要：黄河流域农业高质量发展是实现生态保护与农业高质量发展的重要组成部分。在梳理农业高质量发展的基础上,从绿色生产、生产效率、产业效益、科技创新和产业结构等5个维度出发,选取15个指标构建了农业高质量发展评价指标体系,并基于黄河流域8个省区2009—2019年的数据对农业高质量发展水平进行测度。结果发现:在8个省区中,河南和四川的农业高质量发展水平最高,山东和陕西次之,青海、山西和甘肃的发展水平较低,宁夏最低;从5个维度的发展指数看,产业效益最高,绿色生产、生产效率和科技创新处于中等水平,产业结构最低。未来应该加大对农业科技创新的投入,提升农产品质量和种类,提高农民素质,走绿色可持续发展道路,以实现黄河流域农业高质量发展。The agriculture high quality development in the Yellow River Basin is an important part of achieving ecological protection and agricultural high quality development.On the basis of sorting out the agriculture high quality development,we start from the five dimensions of green production,production efficiency,industrial benefits,technological innovation and industrial structure.Then,the paper selects 15 indicators to construct an evaluation index system for agricultural high quality development.Finally,we apply the data of eight provinces and regions from 2009 to 2019 in the Yellow River Basin to measure the agricultural high quality development level.In the eight provinces and regions,the results shows that Henan and Sichuan have the highest level of agricultural high quality development,followed by Shandong and Shaanxi,a lower development level in Qinghai,Shanxi and Gansu,and the lowest level in Ningxia.From the five dimensional development indexes,the industrial efficiency is the highest,the green production,production efficiency and technological innovation are the middle,and the industrial structure is the lowest.In the future,to achieve agricultural high quality development in the Yellow River Basin,we should increase investment in agricultural technological innovation,improve the quality and variety of agricultural products,improve the quality of farmers,and take the path of green and sustainable development.
