摘　　要：体育竞赛是开展体育活动的基本形式和重要手段,能有效调动广大人民群众参与体育锻炼的积极性,对促进体育运动普及与水平提高,推动群众体育发展具有杠杆作用。运用文献资料法、专家访谈法和逻辑分析法,阐释业余体育竞赛内涵、业余体育竞赛体系构建的意义和目标;遵循分类、分层、互通和包容原则,构建国际、国家、地区3个层级业余体育赛事,动员社会层面的力量,承办、开发各类业余体育赛事,形成"三阶一面"业余体育竞赛内容体系;提出建立健全法规制度,理顺四级组织管理,拓宽市场开发、融资渠道,建立资金多元化筹集机制和竞赛安全风险管理系统,搭建竞赛信息平台和宣传推广平台,开展赛事绩效评估工作等6大措施,保障业余体育竞赛体系依法、有序、稳定、安全、高效和良性运行,以期推动群众体育健康、快速发展,更好服务于全民健身、健康中国和体育强国等国家战略。Sports competitions are the basic format and an important means of carrying out sports activities,and they can effectively mobilize people to participate in physical exercise,thus playing a vital role in popularizing sports and in developing mass sports. In this paper,literature review,expert interview and logical analysis are adopted to explain the connotation of amateur athletic competitions,and the significance and objectives of establishing a system for amateur athletic competitions. Amateur sporting events should be held at the international,national and regional levels based on the principles of classification,stratification and mutual inclusiveness;social forces should be mobilized to host and develop various amateur sporting events,thus establishing a comprehensive"three-tier"amateur athletic competition system. It is proposed to improve laws and regulations,straighten out the four-level organization and management system,open up channels of market development and financing,establish a diversified fund-raising mechanism and a risk management system for competitions,build a competition information platform and publicity platform,and carry out competition performance evaluation. Such measures should be taken to ensure the legal,orderly,stable,safe,efficient and sound operation of the amateur athletic competition system,with a view to promoting the healthy and rapid development of mass sports,and facilitating the implementation of such national strategies as national fitness,healthy China and developing China into a leading sporting nation.
