摘　　要："双一流"建设对高校在提升解决重大问题能力和原始创新能力方面有了新的要求。在此背景下,为促进地方高校提升科研水平,分析其科研管理中目标考核体系构建的意义,发现当前我国地方高校科研管理目标考核工作中仍存在考核指标设定不够合理、考核方式单一、考核和奖惩没有有效呼应等问题。研究构建地方高校科研管理目标考核评价指标体系,并以某地方高校的具体实践为例,验证该考核体系构建的必要性和科学有效性。最后强调地方高校实行目标管理,负责人要树立大局意识,考核指标设置要科学合理,考核目标值设定要符合实际,考核与奖惩要能有效对应,以及考核体系要随着学科的发展不断完善。The"double first-class"construction has new requirements for colleges and universities to improve their ability to solve major problems and original innovation.In this context,in order to promote local universities to improve scientific research level,this paper analyzes the significance of the construction of objective assessment system in scientific research management,and finds that there are still some problems in the assessment of scientific research management objectives in local universities in China,such as unreasonable setting of assessment indicators,single assessment method,and no effective echo of assessment and rewards and punishments.The paper studies and constructs the evaluation index system of scientific research management objectives in local universities,and takes the specific practice of a local university as an example to verify the necessity and scientific effectiveness of the system.Finally,the paper emphasizes that for the implementation of target management in local colleges and universities emphasizes,person in charge should establish the awareness of the overall situation,the setting of assessment indicators should be scientific and reasonable,the setting of assessment target value should be in line with the reality,the assessment and reward and punishment should be effectively corresponding,and the assessment system should be continuously improved with the development of disciplines.
