摘　　要：钢制立式圆筒形焊接常压储罐是国家战略储备的重要设施,但其安全监管问题尚未得到应有的重视,特别是在役检验环节还有很多问题亟待解决,法规标准体系尚不完善,可依据的法律法规较少,没有形成专业的检验规范,现有检验要求散布在检维修标准中.标准之间互不协调,甚至相互矛盾,个别标准要求不合理或不具备可操作性,参与检验的机构不具备相关资质,检验人员缺少储罐相关的专业知识,检验报告质量低劣等。健全常压储罐安全监管的法规标准体系,建立在役检验的专业标准,修改完善并统一检验要求,加强储罐在用管理已刻不容缓。Vertical cylindrical welded steel atmospheric storage tank is an important facility for national strategic reserve,but the safety supervision has not received due attention.There are still many problems to be solved urgently in the in-service inspection.For example,the system of regulations and standards is not perfect,there are few laws and regulations to be based on and no professional inspection standards.Existing inspection requirements are scattered in inspection and maintenance standards,and the standards are uncoordinated or even contradictory to each other.The requirements of individual standards are unreasonable or inoperable,the institutions participating in the inspection do not have relevant qualifications,the inspectors lack professional knowledge related to storage tanks,and the quality of inspection reports is inferior.It is urgent to improve the regulation and standard system of atmospheric storage tank safety supervision,establish the professional standard of in-service inspection,revise and unify the inspection requirements and strengthen the in-service management of storage tanks.
