摘　　要：文章分析了在医院采购过程中,供应商诚信评价对于廉洁风险防控的作用,从减少信息不对称、降低交易成本、有效配置资源、压缩权利寻租空间、提供决策参考和监督依据、正向干预交易行为、信息公开透明、形成痕迹化管理、提升内部竞争力、压缩劣质供应商生存空间等角度进一步分析了采购廉洁风险形成原因和供应商评论对于降低廉政风险的有效性,并从指定监督科室、培训专业人才、加强保密措施、评价系统的搭建以及软件实现几个方面论述了供应商诚信管理体系的构建,最后,文章提出了建设供应商评价系统中应该注意的几点问题,包括评价结果的取得历时较长、部分评价流于形式、评价人员设置不合理、对供应商评价的管理缺乏更深层次的策略研究、评价数据无集中汇总、不利于总结分析等,并给出了改进办法。This paper analyzed the role of supplier integrity assessment in preventing and control corruption risks in hospitals’purchasing process.It also gives an analysis to the reasons for corruption risks in the purchasing process from such perspectives as alleviating asymmetric information,reducing transaction costs,achieving effective resource allocation,shrinking the rent-seeking space of power,providing reference and supervision for decision making,positively intervening in transaction behaviors,ensuring information transparency,adopting traceable management,enhancing internal competitiveness,and reducing the living space for unqualified suppliers.In addition,it analyzes the effectiveness of comments on suppliers in reducing corruption risks,and expounds on how to construct the supplier integrity management system through designating a supervision department,training professionals,strengthening confidentiality measures,setting up an assessment system and advancing software realization.At last,the paper points out some problems worth noticing in the construction of supplier assessment system,including delayed acquisition of assessment results,superficial assessment,irrational setting of assessment personnel,lack of in-depth strategic research on the management of supplier assessment,and lack of centralized aggregation of assessment data that hinders data analysis.It also gives solutions to those problems.
