摘 要:为探讨生活垃圾分类投放政策是否引导市民的生鲜农产品消费行为趋向减量提质,利用在上海市调查获得的718份问卷数据,构建了负二项回归模型,结果表明:实施垃圾分类后,超过50%的受访者在购买绿叶菜和茄果时朝着减量提质的方向改变,但仍有高达60%的受访者对水产品、瓜果和肉类购买行为不变,仅有34.82%的受访者有购买净菜的行为;家庭对垃圾分类投放的难度和处理生鲜农产品产生的垃圾量,与购买净菜行为显著正相关,但边际效应较小;消费者对净菜价格的承受力与购买净菜行为显著正相关,且边际效应较大;户主年龄、性别和家庭需照料人数等家庭特征,也显著影响净菜购买行为。建议一方面将垃圾分类投放奖惩措施与居民家庭的垃圾投放数量挂钩,另一方面净菜供给方也要采取措施进一步降低成本,引导湿垃圾源头农产品消费减量。Based on the survey data of 718 residents in Shanghai,a negative binomial regression model was constructed,and the effect of waste sorting on the quantity reduction and quality upgrade of fresh agricultural products was investigated.The results showed that there are more than 50 percent of residents have changed to reduce the amount and improve quality in the purchase of green leafy vegetables and solanaceous vegetables.Since the implementation of the regulations on domestic waste sorting,34.82 percent of residents have bought fresh-cut agriculture products.In contrast,about 60 percent of residents have remained the previous consumption behavior of meat,aquatic product,fresh melons and fruit.Factors such as the age and gender of the head of household,and number of members in need of care have significantly affected consumption of fresh-cut agriculture products.The difficulty in domestic waste sorting has a significant negative impact on consumption fresh-cut agriculture products,and the waste output of agriculture products has a significant positive impact on the purchase of fresh-cut agriculture products,but they both have less marginal effect.The purchase of fresh-cut agriculture products is significantly correlated with the consumers'tolerance to its price,and the marginal effect is greater.Some policy suggestions,such as further reducing the cost of fresh-cut agriculture products and charging with waste quantity are put forward in this study.
