摘  要:公共汽车首末站是保障公共汽车运营的关键基础要素,是城市优先发展公共交通的必须资源投入。受用地供给制约,首末站普遍存在不合理、不永久的问题。佛山市南海区通过推行首末站配建机制为城市首末站建设的用地供给难题提供了可行的解决方案。该机制形成了一套由阈值启动、土地出让合同纳入、建设总图把控、竣工验收、产权移交等过程组成的、与土地开发流程紧密结合又互相适应的约束机制,以政府印发管理办法的形式保障了首末站配建机制的有效实施。结合南海区的实践,总结了配建首末站机制实施的关键经验和问题并给出完善建议。Bus depot stations are the key compositions in transit systems and necessary infrastructure for the city to ensure daily operation as well as promote the development of public transportation.However,constrained by land use,most of the bus depot stations are located inappropriately or temporarily.To solve such problems,Nanhai District of Foshan has put forward the policy of construction attached bus depot stations,hoping to relieve the burden of limited land supply for the construction of bus depot stations.A set of relevant mechanisms are formed,which are closely integrated and adapted with the land development process.Such mechanisms include threshold activation,land transfer contract inclusion,construction master plan checked,completion acceptance,and property rights transfer.Furthermore,the government has issued management measures to ensure the policy's effective implementation.Based on the practice of Nanhai district,this paper summarizes the key experience and problems encountered and provides suggestion to improve the mechanism.
