新时期高校战略规划研制:分类视域与定位研判

摘　　要：文章基于高等教育分类的历时性审视,针对传统分类存在的层次与类型混用等问题,提出以知识纬度为横向分类前提,侧重引导高等教育类型化发展;以成长周期为纵向分层依据,侧重引导不同高校高水平发展;结合“类型—层级”两维分析,主张完善高等教育“类型为主+层级提升”的“分类—定位”生态架构,促进高等教育错位发展和协调发展。在此基础上,提出高校“十四五”规划研制应强化战略定位研判,系统研究并找准未来5年的战略发展定位、战略目标定位、战略行动定位、战略实施定位,研制有区位格局和价值引领的战略规划、有进位坐标和特色优势的战略规划、有战略支点和项目支撑的战略规划、有向心合力和办学效能的战略规划,切实将战略规划转化为教育现代化发展效能。Based on the diachronic survey of the classification for higher education,and focusing on the problems of the mixture between levels and types which exist on the traditional classification,this paper determines that we should take the latitude of knowledge as the premise of horizontal classification,strengthening on guiding the typical development of higher education;we take the growth cycle as the basis of vertical stratification,and aim at guiding the high-level development of different schools;the combination of two-dimensional analysis of"type-level"is to advocate on promoting the“Classification-Positioning”ecological framework of the“Major of Type+Promotion of Level”in higher education,and in order to proceed the development of dislocation and coordination in higher education.Based on the research,from the synchronic background of the period of the 14th“Five Year Plan”,the higher education in China where stepping into the new stage of popularization and modernization,we propose that the research and development of the 14th five year plan of schools should advance the research and judgment of strategic positioning,and we must systematically study and discover the strategic positioning development,strategic positioning target,strategic positioning action,and strategic positioning implementation within the next five years.Lastly,the strategic plan must be transformed into the effective power for the development of modernized education by making a strategic plan with pattern of regions and leadership of value,with a carry on the coordinate and advantages of characteristics,with fulcrum of strategies and support of projects,and with strength of solidarity and efficiency in running schools.
