整合与规范:我国机关公文“文种”改革路向透视

摘　　要：机关公文文种的增删嬗变,必须遵循时代性、理事性、广域性和精准性原则。2012年《党政机关公文处理工作条例》在文种设置方面存在明显瑕疵:“适用对象”模棱两可,“适用范围”边界不清,“适用情形”交叉重叠,“规范功能”超越本意。基于此,本着整合、规范要求,提出机关公文文种未来的改革路向为:坚持多标合一,实现法规体系、管理的一元化;坚持适度扩充,推进文种类型、数量的多样化;坚持清晰表达,强化适用对象、范围的精准化;坚持规范管理,减少实践异化、衍变的自由化。The alteration of official documents must follow the principles of epochal character,directorship,wide region and precision.The Regulations on the Handling of Official Documents of Party and Government Organs in 2012 had obvious flaws in the setting of document types:the ambiguous'Applicable object',the unclear'applicable scope',the overlapping'applicable situation'and the'normative function'was beyond the original intention.Based on this,in line with the integration and standardization requirements,we should put forward the future reform of official documents for the following directions:adhere to the integration of multiple standards to achieve the unity of the legal system and management,adhere to moderate expansion to promote the diversity of the document types and quantity,adhere to clear expression to strengthen the accuracy of the applicable object and scope,adhere to standardized management to reduce practice alienation and development liberalization.
