后疫情时代国家对外应急语言能力建构刍议

摘　　要：国家对外应急语言能力是国家语言能力的重要内容,也是国家应急管理体系和国家治理能力体系的组成部分。在回顾已有研究的基础上,提出国家对外应急语言能力的五个分项能力,并就后疫情时代系统构建国家对外应急能力,从加强顶层设计、加强对外应急语言基础设施建设、建构对外应急语言服务人才培养体系三个方面提出建议。A country’s external emergency language competence is an important content of its national language competence.It is also an integral part of the national emergency management system and the national governance system.Based on a review of existing studies,this paper proposes five sub-competences of national language competence for external emergency response.With regard to the development of the national emergency response capacity in the post-epidemic era,three suggestions are put forward from three aspects,namely,strengthening top-level design,intensifying language infrastructure construction for external emergency response,and building language service personnel training system for external emergency response.
