环境治理投入与环境质量脱钩的省际差异研究

摘　　要：环境治理投入与环境质量的脱钩研究是评价环境质量能否有效改善的标准,也是判断地区能否实现绿色可持续发展的重要表征。文章以中国31个省级行政区(不含港澳台)为研究对象,通过建立环境质量综合指数及运用Tapio脱钩模型,分析了2006-2017年环境治理投入与环境质量之间的脱钩关系,并采用结构分解分析对影响脱钩状态的驱动因素进行分解。结果表明:(1)中国环境质量呈缓慢改善趋势,环境质量空间差异显著,且差异呈现一致性,地域不平衡问题突出,环境质量变差的空间发展方向由中、东部地区向西北地区蔓延;(2)近12 a来,中国各省环境治理投入与环境质量存在不稳定的脱钩关系,基本经历了"强脱钩-弱负脱钩-强负脱钩-弱负脱钩"的演变过程,整体处于较弱的强脱钩状态;(3)技术效应和产出效应对脱钩具有明显的促进作用,尤其是技术效应的影响度日益显著。因此,需要在稳定产出效应和人口效应的基础上加大技术创新。The decoupling research of environmental governance investment and environmental quality is not only a standard for evaluating whether the environmental quality can be effectively improved,but also an important characterization for judging whether the region can achieve green sustainable development or not.In this article,all of the 31 provincial administrative regions in China(except for Hong Kong,Macao and Taiwan)as the research object are comprehensively analyzed regarding the decoupling relationship between environmental governance investment and environmental quality from the period of 2006-2017.The research involves establishing a comprehensive index of environmental quality and using Tapio decoupling model,and decomposing the driving factors which affect the decoupling state by using structural decomposition analysis(SDA).Consequently,the research shows that China has showed a trend of mild improvement of environment quality,meanwhile,the spatial differences of environmental quality being significant,and the difference appears consistent;besides,regional imbalance is notable,and regarding the spatial development of environment deterioration,it appears the phenomenon of extension from the central and east region to the northwest region.Over the past 12 years,there has been an unstable decoupling relationship between environmental governance investment and environmental quality in each province of China,which has basically gone through the evolution process:strong decoupling—weak negative decoupling—strong negative decoupling—weak negative decoupling,and as a whole in a state of weak strong-decoupling.The technology effect and output effect have obviously promoted decoupling,especially,the influence degree of technology effect is becoming increasingly significant.Therefore,it is necessary to strengthen technological innovation on the basis of stabilizing output effect and population effect.
