摘　　要：从人民战争的政治属性入手,在武装冲突、公共卫生、反恐怖斗争、禁毒工作和生态文明建设等五个具体情境中分别盘活“为了人民、依靠人民、动员人民和组织人民”的理论内核,可以激活人民战争战略思想在新时代的理论指导力和现实解释力。同时,基层在适用人民战争中应注意处理好本体价值和工具价值、集体主义和个体需求、政府法定职责和可能的泛化适用之间的关系,确保人民战争发挥磅礴伟力的同时不致出现功能异化。From the political attribute of people’s war,this article explores how to apply it in specific situations,including armed conflict,public health,fight on terrorism,drug control and ecological civilization construction,to revitalize the theoretical guidance and explanatory power of the core elements of“serve the people,rely on the people,mobilize the people and organize the people”so as to activate its theoretical guidance and realistic explanatory power in new era.At the same time,the grass-roots government should pay attention to the relationship between ontology value and tools value,collectivism and individual needs,the legal duties of the government and the possible extensive application while applying the thoughts in order to avoid functional alienation.
