双循环新发展格局下近海城市发展探析

摘　　要：近海城市是沿海和内陆区域分界衔接的重要枢纽节点城市,深受沿海和内陆省份虹吸-辐射双向效应影响,城市发展经历了由早期相对迟滞到近期加速发展的转型升级阶段。随着沿海和内陆区域发展关系转型,近海城市的区位优势和枢纽节点效应开始凸显,正迎来由沿海中心城市的新一轮产业转移承接和内陆地区快速城镇化集聚的重大发展机遇。加快近海城市的产业承接和人口城镇化扩展,有利于我国关键产业链的创新构建和分工拓展升级,有利于国家区域均衡发展、合理城镇化格局和促进共同富裕目标的实现,有利于沿海和内陆省份统一大市场形成和国内国际双循环相互促进。因此,近海城市发展应纳入国家区域发展战略,积极探索国家层面的政策支持和区域城市间结对协同,并依据其区域区位和发展阶段特征,科学定位产业发展和合理优化城镇布局。The neighboring Coastal cities are important hub connecting coastal and inland regions.They are deeply affected by the two-way effects of siphon and radiation in coastal and inland provinces.Urban development has undergone a transformation and upgrading from relatively sluggishness in the early stage to accelerated development in the near future.With the transformation of the development relationship between coastal and inland regions,The neighboring Coastal location advantages and hub node effects of The neighboring Coastal cities have become prominent,and they are ushering in a major development opportunity for a new round of industrial transfer from coastal central cities and rapid urbanization in inland areas.Accelerating the industrial acquisition and population urbanization expansion of The neighboring Coastal cities is conducive to the innovative construction and division of labor expansion and upgrading of my country's key industrial chains,is conducive to the balanced regional development,the rational urbanization pattern,and the promotion of common prosperity,and is conducive to the formation of a unified coastal and inland market and the mutual promotion of domestic and international double cycles.Therefore,the development of neighboring Coastal cities should be incorporated into the national regional development strategy,actively explore national-level policy support and regional cities’pairing and coordination,and scientifically position industrial development and rationally optimize the layout of cities and towns.based on their regional location and development stage characteristics.
