摘  要:重点学科建设是实现国家重大战略的重要路径,系统探讨我国重点学科建设政策范式变迁及变迁逻辑对调整和创新"一流学科建设"政策具有重要意义。通过收集和梳理改革开放以来我国重点学科建设领域的重要政策文本,对其进行高频词统计、编码、分析,将改革开放以来我国重点学科建设政策划分为理性本位(1985-1991年)、效益导向(1992-1997年)、创新为先(1998-2005年)、协同创新(2006-2014年)和追求卓越(2015年至今)五个阶段。不同阶段的重点学科建设政策在政策情境、政策行为主体、政策问题、政策目标与政策工具方面均呈现较大差异,重点学科建设政策范式变迁也体现了一定的嬗变逻辑,如政策情境呈现出由单向度到多向度的转变,政策行为主体经历了由一元主体到多元协同的发展,政策问题发生了由强制性到诱致性与强制性结合的演变,政策目标体现了由注重基础到追求内涵的变革,政策工具则展现出由刚性到刚柔并用的变化。The construction of key disciplines is an important path to realize the major national strategy.A systematic discussion of the paradigm changes and logic of the construction of key disciplines in China is of great significance to the adjustment and innovation of the"first-class discipline construction"policy.By collecting and sorting out important policy texts in the field of key discipline construction in China since the reform and opening up,and conducting high-frequency word statistics,coding,and analysis,the construction policies of key disciplines in China since the reform and opening up are divided into five stages:rationality-based period(1985-1991),benefit-oriented period(1992-1997),innovation priority period(1998-2005),collaborative innovation period(2006-2014)and excellence pursuit period(2015-present).The key discipline construction policies at different stages show great differences in the policy situation,policy actors,policy issues,policy objectives and policy tools.The paradigm change of key discipline construction also embodies a certain logic of change.The policy situation has changed from one-dimension to multi-dimension.The policy actors have experienced a development from a single entity to multiple coordination.The policy issues have evolved from imposed way to combination of induced and imposed ways.The policy objectives have reflected a change from focusing on the foundation to pursuing the connotation.The policy tools have shown a change from rigidity to a combination of rigidity and flexibility.
