摘　　要：产业集群面临“集体创新动力缺失”困境是地方经济发展面临的重要问题,如何克服产业集群技术创新动力不足已成为政府、产业界等各方高度关注的重大现实问题。本文以浙江省萧山新能源汽车及零部件产业创新服务综合体为典型个案,剖析了产业创新服务综合体这一多边平台架构是如何激发集群产业技术创新动力的。研究发现:产业创新服务综合体是利用多边市场机制,构建供需用户多边平台,提高资源供需效率,从而形成支撑集群产业技术创新的平台架构;领导企业跨界融合是一种商业逻辑思路的转变,是构建平台架构的微观行为基础,其目的是通过跨界进行信息搜寻和资源整合来支撑平台架构的搭建与运营;平台架构的有效运行需要在实现平台企业成长的同时,处理好平台生态治理问题,打造集群中创新分工网络的良性互动格局;集群技术创新的实现机制是依靠领导企业跨界融合构建起多边平台架构的产业创新服务综合体,解决平台企业成长和平台生态治理问题,最终有效控制产业集群技术创新风险,进而推动集群产业升级。It is an important task in the current phase to promote the technological innovation and development of industrial clusters.Based on the theory of multilateral platforms and the practical model of cross-border integration of leading enterprises,taking Xiaoshan new energy vehicle and parts industry cluster in Zhejiang Province as a typical case,it reveals the structure and implementation path of the multilateral platform for technological innovation of industrial clusters.The research results show that the cross-border integration of leading enterprises in industrial clusters has built a multilateral platform framework to support technological innovation of clusters;cross border integration is not simply a multi-faceted operation across industries or geographical boundaries,but to support the construction and implementation of opportunities through information search and resource integration;the realization path of technological innovation of industrial clusters is to build a multilateral platform structure by cross-border integration of leading enterprises,Cooperate to solve the operation and governance problems of the platform,effectively control the risk of technological innovation and promote the upgrading of cluster industry.
