摘 要:当前密集的大学内部规则创建提供了大学内部治理的制度基础,同时却又造成规则创建中心化、职能化和祛魅化等现象,影响着规则的治理效能。大学内部规则创建应借鉴规制空间理念,秉持全局考量、动态演化、规制体系的基本思路。面对大学组织与环境的不确定性,大学内部规则创建与运行要处理好确定性与不确定性、因果性与关联性、不确定性的误判与无视之间的关系。聚焦治理主体交互作用,通过大学内部规制的分散化实现多元主体的策略性互动。针对管理跨界和无边界组织的趋势,坚持大学内部规则创建的开放性,促使大学内部规则和内部治理迅速而富有创造性地适应环境的变化。The intensive establishment of university internal rules at present provides the institutional basis for university internal governance,while at the same time it also causes the centralization,functionalization and disenchantment of rules establishment,which affects the governance efficiency of rules.The establishment of university internal rules should learn from the concept of regulatory space and adhere to the basic ideas of holistic consideration,dynamic evolution,and regulatory system.Facing the uncertainty of university organization and environment,the establishment and operation of university internal rules must deal with the relationship between certainty and uncertainty,causality and relevance,misjudgment and ignorance of uncertainty.Focus on the interaction of governance bodies,and realize the strategic interaction of multiple subjects through the decentralization of the university internal regulations.In response to the trend of management’s cross-border and borderless organizations,it is necessary to adhere to the openness of the establishment of university internal rules,and promote the internal rules and internal governance of the university to quickly and creatively adapt to the changes of the environment.
