摘　　要：文章主要探讨了在产业升级背景下,区块链在行业应用中的诸多问题,提出了建设主权区块链的必然要求,着重分析了政府、高校、行业及企业在协同共建区块链的基础平台中的作用以及相应的策略。This paper mainly discusses the problems in the application of blockchain in the industry under the background of indutrialupgrading,puts forward the inevitable requirements for the construction of sovereign blockchain,and focuses on the roles andcorresponding strategies of the government,universities,industries and enterprises in the collaborative construction of the basi platformof blockchain.
