摘　　要：我国高等院校作为“港澳基本法”研究和宣传教育的重要参与主体,目前对“港澳基本法”教学的重视程度仍有所不足。在实践中,“港澳基本法”教学面临开课单位稀缺、师资不足、教学资源分散等种种问题。在教育部2018年出台《法学类专业教学质量国家标准》的背景下,高校“特色办学”原则被突出强调,“港澳基本法”教学有望在我国新一轮本科法学教学改革中迎来新的发展机遇,过去整体“不温不火”的状况亦能得到改善。当下,面对传统困境和时代变革所带来的双重挑战和机遇,应及时对我国高校“港澳基本法”教学的整体状况进行调研了解,总结优秀经验的同时对不足之处进行反思和改革,通过转变教学思维和革新教学模式,实现“港澳基本法”教学水平的发展和提升。As an important participant in the research and publicity and education of Hong Kong and Macao Basic Law,the higher education institutions in China still pay insufficient attention to the teaching of the Basic Law of Hong Kong and Macao.In practice,the teaching of Basic Law in Hong Kong and Macao is faced with various problems such as the scarcity of teaching units,insufficient teachers,and scattered teaching resources.In the context of the"National Standards for the Quality of Legal Education"issued by the Ministry of Education in 2018,the principle of u characteristic educationin universities has been highlighted.The teaching of basic law in Hong Kong and Macao is expected to usher in new development opportunities in the new round of undergraduate law education reform in China.The overall"common"situation in the past can also be improved.At present,in the face of the dual challenges and opportunities brought by the traditional dilemma and the changes of the times,we should promptly investigate and understand the overall situation of the basic law teaching in Hong Kong and Macao in mainland universities in China,sum up the excellent experience,and reflect and reform the shortcomings through transformation.In this way,to improve the teaching thinking and innovative teaching mode can be achieved by the development and improvement of the basic law teaching level of Hong Kong and Macao.
